My concealed carry permit applictaion was denied???
I bought my handgun about 2 weeks ago and everything was fine with my background check. I sent my app. for concealed carry 7 days ago and i got a letter today saying my app. was denied or classified as undetermined but thats all the letter said it didnt give me any reason at all as to why it was denied. I have a clean adult record. But when i was under 18 i had a couple underage drinking charges and a marijuana charge but i was never convicted of a felony or ever spent any time in jail and this was all before i turned 18. i was in the army and had a general discharge on good conditions. i have an appeal that im sending out today but i need some guidance on why i would be denied my permit but allowed to buy a gun??

It's a common misunderstanding that one must be a felon in order to be a prohibited person. In PA, a conviction on an M1 will disqualify you from ownership/possession and ANY conviction under The Controlled Substance, Drug, Device and Cosmetic Act will prevent you from obtaining a LTCF.
It's possible that the marijuana charge legally disqualifies you from obtaining a LTCF, but does not disqualify you from ownership. See here for more info:

Sounds like a PICS denial rather than a statutory denial by the Sheriff (alone) per statute - thus the "or undetermined" language and mention of the appeal "form" (probably the PICS challenge form) being sent back. The Sheriff will likely have no further info, nor will the PSP give any indication of what caused the hiccup unless it's determined there is a valid prohibiting factor. If it goes through after further research, you'll never know what caused the delay in the first place.

Wouldn't most of his prior charges be expunged after 5 years since he was under 18 when he was charged with them? I was reading another ltcf denial post on here where someone said the charges could be expunged after 5 years if the said person was not charged or arrested in the 5 years following.

Character or fitness can be determined by the Sheriff regardless of the statuatory applicability of any specifc charge in regards to a denial. Chrages and convictions evidencing habitual drinking along with a drug charge/conviction is not good for an LTCF...

18 Pa. C.S. § 6109. Licenses.
(g) Grant or denial of license.--Upon the receipt of an application for a license to carry a firearm, the sheriff shall, within 45 days, issue or refuse to issue a license on the basis of the investigation under subsection (d) and the accuracy of the information contained in the application. If the sheriff refuses to issue a license, the sheriff shall notify the applicant in writing of the refusal and the specific reasons. The notice shall be sent by certified mail to the applicant at the address set forth in the application.

Guess I'm the dick of the bunch. You were under 18 and were only CAUGHT underage drinking TWICE and only caught with marijuanna ONCE. How many times were you not caught? How many times did you drink and drive or drink and concurrently drive or smoke weed? How manyy other crimes did ya do and not get caught?
Then, you go onto say, and seem to be quite proud of a General discharge as Character of Service while employed by The United State Government ie The US Army. General discharge? Hmm, why not HONORABLE? Seems whatever you did under 18, carried over past the age of 18. One thing about most miltiary branches, don't care what you did before hand, only what you do while in the service. Guess you dicked that chance up too?
If you came up HOT on a urine test while in the Armed Forces and did not get a medical clearance waiver from a doctor because you were on prescription medical, ie still smokin weed, you should be prohibited from owning any firearm, especially since any UMCJ action/conviction for drug use is a felony, much less a LTCF.
I don't know how old you are now but if you are under 25, I think you ought not to be able to have LTCF until you are 35 years old. And during the ten years prior to age 35, be completely clean, not even a parking ticket. Then, you might be of such character to be considered for a LTCF.
