Perhaps they can just have applicants mail in a passport photo as Florida does. This would be easier for most and help ensure that people continually send funds to sheriffs and essentially keep this cash cow alive. It would be very convenient for me and others who reside out of state to continue carrying on a PA license as well as contribute revenue to your sheriff departments.

Has there been any new info on this? Read on an out of state forum that this will take effect Jan 1, 2011.

I'm going to inquire with my representative about this, since I know he's been in contact with the PCCD about licensing issues. I have a very strong feeling the PCCD and the Sheriff's association are going to make a push to either 1) keep the $5 fee and make it permanent, or 2) raise the rates altogether.
I'll also bring up the issue with Sam Rohrer, as I've talked with him about these issues before.

there should be no reason why an non-resident applicant can't send a photo along with the app...it seems to work for every other state...
