Since we don't have rule of law anymore* the basic law is, anybody can do anything they can get away with. Including the Army, and the rest of the Federal government.
* if the law, especially the constitution, can be "interpreted" to mean things that appear to mean something quite different from the words that are actually written, we can't really say we have rule of law. We are substituting the judgment of individuals and institutions for rule of law, and that's a whole 'nother subject that merits its own thread.

The first vehicles normally on the scene of a crime are ambulances and police cruisers. If you are armed you have a chance to decide who gets transported in which vehicle, if you are not armed then that decision is made for you.
Be prepared, because someone else already is and no one knows their intent except them.
