Can My brother get a permitt to carry while he is coming up from Mississippi. He can drive over to Florida and get a License to carry there if that is possible. The cost to get a license to carry in MS is 200.00! He is looking to see if he got one up here if it would save him money.

IIRC No. He would need to already have a valid license/permit from his home state in order to qualify for a non-resident one here.

No he cannot. If he does not have a res. MS permit he is not eligible for a non res. Pa permit. If he did have a MS permit it appears he would have pa reciprocity anyway.
AFAIK Fl doesn’t issue instantly. They have more requirements such as proof of training and finger printing, and is costly for a nonres. Best bet is to get the MS permit, or apply for a non res FL permit when he has the time.

Well yes, but I don't know if I would recommend it to someone who is unfamiliar with the law. It's tricky without a ltcf. Definitely not in Philly without a permit.
