Non Resident (MD) is Open carry in PA Legal for me?
Currently have my application in for a MD Carry Permit. In the meantime is it legal for me to cross into PA and be Legal for Open carry there? I know I have to follow transporting laws but what about Open carry once I get there? Thanks guys.

Not sure how it all works for out of state residents, but if you were a PA resident, you'd have to go everywhere on foot because you need a LTCF to travel with a handgun in a vehicle unless you are going to/from a few very specific destinations. (like a gun shop or gun range)

IANAL but as I see it, Emptymag is correct. As odd as it sounds (and is) we are limited as to where we can transport our pistols and taking them to an open carry event is not legal.

Unless you're walking across the state line, then walking everywhere else while in PA - no.
To merely have a "firearm" (handgun/SBS/SBR) in/on/upon a vehicle, whether unloaded or not, whether encased or not, whether concealed or openly, requires a PA LTCF or reciprocal license.
The only exemptions are:
Going to/from a range or gun smith.
Moving from old home to new home, or going to/from home & vacation home.
While in interstate travel, requiring (3) states, under the rules of FOPA.
And a few other minor things.

Thanks for everyones input. Sounds like I will have to wait until I get my MD permit and then come up to PA to apply for my non resident PA LTCF. Does everyone agree on this?

That would be the best solution but an LTCF is not necessary, once you have the MD permit, to transport your firearm in a vehicle within PA and open carry once you alight (except in Philly).
18 PA CSA §6106(b) [Exceptions]
(11) Any person while carrying a firearm in any vehicle, which person possesses a valid and lawfully issued license for that firearm which has been issued under the laws of the United States or any other state.IANAL

Came here to point out what tl_3237 just did. As a non-resident, once you have a permit from any state, you can carry in your vehicle in PA, then openly carry outside the vehicle (PA residents cannot do this because that one AG sucked balls). However, as mentioned by others, you cannot openly carry in Philly without an LTCF.
OP, your current plan is the correct one. Get your resident MD permit, then apply for your PA LTCF.
