Try mixing acetone with the dry to make a paste, much safer when wet and easier to work with.
Its a shame we have to resort to this, but good job anyway. Post the results.

I don't think the aluminum would be causing H-48 to fail. Possibly the baking soda could be the issue if you just added those to the mix.

If that works try adding back each at a time and see if they together or single caused the fail.
I believe aluminum should give a stronger burn and would be useful as a magnum primer.
