License question: Gift
I'm new to both PA and this website, and coming to this state (land of the free) from New York City (land of the repressed) is truly culture shock. In NYC you can't even have an unloaded, dismantled, locked-in-a-safe shotgun in your house without a (photo ID) permit.
I read the flyer, but still don't quite understand the part about getting a concealed carry license for a handgun that's a gift. It's my understanding that receipts for firearms I've purchased are required (right?). But how do I describe the fact that I inherited some firearms from my father? How do I prove that, or is it even necessary?

Your LTCF is not gun-specific. It can be used with any gun you own or even one you've borrowed, once you get the license. There is no registry, so there is no need to prove ownership of any of your guns to get an LTCF.

You are in Pennsylvania. Where were the firearms that your father willed to you? If in Pennsylvania, you don't have to do anything.
Again, guns are not registered. You do not need any license at all to own rifles, shotguns, revolvers or pistols. Very basically, you only need a license if you wish to carry handguns concealed.

When you come to this state with firearms, the only thing required is that you take pictures and post them in the forums!!

I disagree with the bold portion. Statute says "proclaimed by a state or municipal governmental executive". I would argue that a "municipal governmental executive" could include a mayor, county commissioner, or even a township supervisor; and thus, the emergency need not necessarily be one of statewide concern.
