    Default ATTY General Site... MD License

    From the Atty Gen site I saw this

    Category 4: Pennsylvanians may apply for a license/permit from another state ("Application states").

    Maine
    Maryland
    Massachusetts
    Washington


    Is MD issuing carry permits to Pennsylvanians?

    Don't count on it. They don't even issue to their own residents.

    Lol, I don't know if things have changed, but I downloaded the forms a few months back(I own an alarm company, form is the same for alarm license), it seemed like an awful lot of crap to go through and still be subject to their discretion. They are not, as far as I understand, a "Shall issue" state, and tend to believe that you must prove an urgent need to have one. If I remember right, the only reason they will issue for personal protection is if you have been threatened by a credible threat and have police reports to back it up.

    MD, NJ, and Washington DC** all are legally allowed to issued to non-residents - but they wont. ...they wont even issued to their own residents, or even their off-duty LEO's.


    ** yes - MD, NJ and DC have non-resident issuing provisions.

    Slightly off-topic here, but a comment on the above statement.

    Can't speak for other states, but while NJ doesn't give a damn about regular citizens, they are pretty forgiving to their LEOs. My brother-in-law is a LEO in NJ, and AFAIK active-duty LEOs in NJ do no need to be issued a permit for off-duty carry, as their badge IS their permit. Same is true for LEOs carrying state-to-state; their badge is essentially a nationwide carry permit as per federal law. In addition, NJ will even issue LTCFs to retired LEOs, so long as they follow the proper application and renewal procedures.

    Quite frankly, all the laws on this issue are moot anyway. The only reason why NJ allows this, and IMHO why the US Congress passed the nationwide carry law for LEOs, is that they were doing it anyway. I mean, really, is a LEO going to arrest another LEO for carrying? I don't think so.

    It just means they have non-resident permits on the books... doesn't mean you'll get one, but the law is there.
