Default Citizenship and Bearing Arms - when can you carry?

A friend of mine is moving from the Socialist Republic of England to the U.S. in a year or so. He's really excited to take advantage of the Right to Bear Arms, but we're not sure when that right will kick in. He'll be getting his citizenship as soon as he can, but when will be able to purchase and carry firearms?

If he has a green card, to purchase I believe he will need to wait until he can provide three consecutive months of proof of residency, I.E. three months of consecutive utility bills. With those, if he comes to Pa., he can apply for a LTCF just like a citizen. I don't know the requirements for other states carry permits.

Michigan is where he is moving to. Perhaps I should go find a MI gun forum...

He needs a green-card, and three consecutive months of utilities. Credit cards, cellphone, and cable don't count.

Name and address on Green-card, driver's license and bills should match.

    Hello.
He will need the three consecutive months of bills from the time he has received his green card, you cannot include bills from before you are in possession of the actual card, and they must be the most recent bills.
Not sure about Michigan, if you leave the US for a holiday or anything, you are back to square one with the residency requirement (He will need to build up another 90 days)
This may just be a PA Pics thing, even though the ATF dissagreed with it, this is how PA do it. (They changed the rules on me a while ago, after I had been issued a LTCF, a C&R, and had already bought a few firearms!)

Best of luck to him! Chris.

I hate to rain on your parade, but green card doesn't have address on it. Only the country of origin

Viper, the very first response pretty much nailed it.

The 3 month residence is a go in PA but you'd need to checkout the state he's moving to. Heard not to long ago it takes an average of 10 years to get citizenship.
