Question for the FFLs here.
I've never seen this particular question addressed before.
I know regardless of family ties (spouse, parent, child, grandparent, grandchild)
that a pistol transfer from out of state to a PA resident has to go from FFL there to FFL here, as per federal regulations.
So... say I am going to the other state where the gun is and am arranging for it to be transferred back to PA.
Must I be the one to pick it up when I return here... or can a I specify another individual to pick it up and go thru the transfer process.
I am not the eventual owner of the gun, but the person picking it up would be. I am just doing him a favor by taking care of the shipping on that end.
BTW, everyone involved here are family.
The person with the gun is my mother in state on west coast. She is transferring it to her grandson who is my nephew

you dont have to ship from a FFL TO a FFL, the handgun just needs to be shipped to a FFL on the buyers end.
on the PA end, the FFL logd it in form who they received it from, then transfers it to whoever is picking it up.

So in the case the OP details, just have the nephew pick it up. If you pick it up it would require another FFL transfer (in order for *you*) to comply with 18Pa.C.S.6111.
There is no issue with you or your mother shipping the gun (or having an FFL ship) to a Pa. FFL. Of course follow shipping regs (no USPS for you or mom, etc)

OK, sounds good, I wanted to be clear that my nephew could pick it up being I was the one who would be shipping it, especially if I use an FFL.
Didn't want to have anything look suspicious on this end
Of course I'd just inform the PA FFL who will be picking it up.
Now, if I can convince mom to give the gun to me instead of nephew...
It's a S&W, Model 19-4, .357 mag., 4" barrel. Excellent condition.

When you are shipping a package that contains a handgun, you must verbally notify the UPS driver or UPS Customer Center clerk.

Upon presenting the goods for shipment, the person tendering the shipment to Carrier is required to notify Carrier that the shipment contains a firearm. The outside of the package(s) must not be marked, labeled or otherwise identify that the package(s) contains a firearm.

See packaging requirements in both links. In summary - you must declare and no ID on package as to its contents.IANAL

Their std policies are pretty similar however individual locations will be more or less "friendly" than others. Also, "UPS Stores", (franchise) don't ship guns by policy, but some don't know the policy
As tl_3237 above. Not just UPS/FedEX policy but the requirement to disclose and not put marking s on outside of package are also fed regulation._________________________________________

OK, so I guess I don't run into UPS and excitedly yell in a loud voice....

Seems like shipping it myself might be the best way to do it. I can pack it how I wish and it would be one less person involved in the process.
Although since FFLs can ship via USPS, I imagine shipping it myself via UPS/FedEx would cost more.
Or would it work out the same since the FFL will of course add in his fee along with the actual postage.
