LTCF/PICS/Traffic violation question
My friend wants to apply for his LTCF soon and a co-worker of his is going to sell him a s&W mp with some extras for around 300 bucks, which is a solid deal. We are all going to go down to the FFL in a week or two and do this when he's got the money for it. Now my question is, he has a traffic violation that he hasnt fully paid off, will this interfere with PICS and deny him the transfer of the handgun? Also will this make him fail the background check when he applies for his LTCF?

No, his turn signal was out... turned out to be a 300+ dollar fine by the time the leo was done with him, he's just pissed about it and refuses to pay it. Even though he should just eat it and get it over with, theres not much he can do.

A $300 fine is more than a burnt out turn signal. He can be pissed all he wants, but its not going away. Tell him to either fight the ticket in court or grow up and pay it. I don't understand the "there's not much he can do" part.
His not taking care of business will soon turn into a citation into a summary warrant. While it probably won't affect his getting a LTC, it could ruin his day if an officer or constable sees him and knows there is a warrant.

Depends on whether PICS considers him to be a "fugitive from justice", which might be the case if there's a bench warrant for failure to appear. I've seen denials based on unpaid fines or restitution, as well as for warrants which have not resulted (yet) in any convictions.

According to the statute, even if a warrant is issued he is not disqualified because it stems from a violation of the vehicle code. I'll post the statute in a bit, as I have to run. Unless someone beats me to it....

I'm not in law enforcement, I'm not a lawyer, and I have no interest here. Having said that, I find it alarming that someone who wants to carry a gun seems to think that it's ok ignore the consequences of his actions, and to avoid answering for his (admittedly small) crimes when charged. If he thinks the charges are bogus, there are legitimate ways to deal with them. If he can't handle the responsibility of dealing with a traffic ticket, he sure as shit can't handle the responsibility of carrying a firearm.
I agree with Steve: Your friend should man up and pay.

If he doesn't pay the fine, two things will happen:
a. A bench warrant will be issued for his arrest, and constables will show up at his home to arrest him. My local magistrate judge knows it costs our county $40.00 a day to house a prisoner in the county jail, so for a $300.00 fine your friend could get 8 days in jail. Mileage may vary depending on your county.
b. When it comes time to renew his driver's license, he'll discover he can't.

convicted of any offense listed under subsection (b), the
following persons shall be subject to the prohibition of
subsection (a):
(1) A person who is a fugitive from justice. This
paragraph does not apply to an individual whose fugitive
status is based upon a nonmoving or moving summary offense
under Title 75 (relating to vehicles).

Understand that although this situation does not disqualify your friend from buying, owning, or possessing a firearm, or from having a LTCF, as far as the law goes- there is still the possibility that PICS will flag him and deny which he will have to challenge, and it will come up in his background check conducted by the sheriff, and we all know it doesn't take much to get a sheriff to deny based on C&R. I don't know why he doesn't fight the ticket(s) instead of ignoring it.

$300 for a burned out signal?
Something smells funny in that part of the story IMO.
Hell, my wife got nailed doing 70 in a 55 and it was only something like $150.
The guy needs to get his shit together and pay his fine, he earned it.
Good thing the guy don't drive truck, he would be really pissed with all the stupid tickets he would get.
