    Seeing as how the application is readily available on the county website, why would you start a thread just to post it in the CC forum? Most in Monroe county understand that it is full of extra little requirements. Am I missing something? Are you going to be the one who challenges the requirements? What, exactly, was the point of posting this thread?

    Under exceptions, it says a retiree must provide a federal tax return or a copy of their real estate tax bill.

    I thought that Social Security payees were not required to file a tax return if this is their only source of income. If so, what if they are also not homeowners?
    Could a seasoned citizen be rejected simply because they have no "required document"?
