Non-Resident CCW
Hi Folks, new here. My name is Jim and I live in Buffalo, New York. My wife is from Bird in Hand, PA (Lancaster) and we travel there quite frequently. I also go Jeepin' in Bradford a few times a year. I really love your state and quite honestly wouldn't mind moving there.
However, in the mean-time could anyone give me some advice on how to obtain a non-resident CCW permit? I know it's possible but I'd appreciate some tips on how to apply and if there are better counties to apply in or not. I'd really like to carry on our journeys and be able to plink with some Lancaster Co. friends I've made.

In Pennsylvania, to be eligible for a Non-Resident LTCF, you must first hold the equivalent permit in your home state.
Next, you need to contact one of the county sheriffs who handle NR-LTCF...

Couldn't he get the Utah, or Fl. non res, and that would cover him here right? I get all confused with these out of state non res permits

Florida would cover me for PA. More expensive and difficult. I figured I could just pop in next week and apply when I'm at my in-laws. I have a NY CCW. Is Lancaster County "friendly" or should I try the western part of the state?
Maybe PA is all friendly but here in NY, except for NY City where your rights are non-existent, it varies widely by county. Erie County, where I live, took 8 months and lots of hurdles. All of the neighboring counties take only a matter of weeks.
Erie County also deems it necessary to put "restrictions" on our permits despite no state law suggesting or allowing this.

Since you have one in your home state, Centre County is likely the fastest option to get a PA LTCF. I doubt you'll find a county that does "on the spot" issue for non-resident. There aren't many that even do resident ones that fast.

I agree with IV here... You *can* apply with Lancaster County, since you will be there anyway, but no guarantees that it'll be any faster then applying to Center County via mail.
Also, note that while your NY CCW permit is not valid for conceal carry, in PA, it IS valid for loaded vehicle carry (Ref PA Code Title 18, § 6106 (b)(11)), and then you can Open Carry your firearm while on foot, if you are up for that.
It's a decent stop-gap measure.

Thanks for the quick responses.
I'm not concerned with a little wait time, I only get to Lancaster @ 4-5 times a year. Bradford @ 4-5 times as well. Just want as little hassle as possible.
Am I correct in reading that the fee is $25 a year? I believe Florida was $100 but perhaps a one-time fee?
