Check Wikipedia for composition of a HBCT. A lot of heavy armaments and all for support for Dept. of Homeland Security operations. Are they expecting a foreign invasion?

actually we in the eastern part of PA are the prime location for disaster readiness stuff. Look at what we have within a 3 - 4 hour drive, Philly, New York, Washington, Baltimore, Delaware, New Jersey...

PA has a huge National Guard presence compared to other states, so it really doesn't surprise me that much. We already have the means to train more people, so why not bring them here. And as stated by Dredly, PA is in a great position to support other areas.
