A vacated warrant is one that's been dismissed or determined to be invalid, right?

So as long as you don't have any of the other disqualifies listed in the UFA, I don't see why not.

Well, a bench warrant means you were arrested for something, failed to appear at court, and therefore by definition were a fugitive from justice for a period of time.

So, what were you arrested for, and what was the outcome?

    (c) Other persons.--In addition to any person who has been
convicted of any offense listed under subsection (b), the
following persons shall be subject to the prohibition of
    subsection (a):
    (1) A person who is a fugitive from justice. This
paragraph does not apply to an individual whose fugitive
status is based upon a nonmoving or moving summary offense
under Title 75 (relating to vehicles).

Please pay attention to this part of 6105. Vacated means no longer valid or active, and therefore does not apply to the OP. Even if it was still active, it would have to be for something other than a vehicle related offense. IOW not paying parking tickets will get you a bench warrant issued, but will not apply to 6105...which in turn does not apply to getting a LTCF, unless the sheriff thinks it does
