    i spoke with one of the people at the centre county sherrif's office and they said that they would not issue a carry unless i had a full NYS carry .

    It doesn't matter if Centre county does or does not issue on a N.Y.S. restricted permit, there is no distinction in the law between restricted or full permits. The facts seem to be that they have issued based on a restricted N.Y.S. permit. If one has been rejected by the Centre county sheriff's office for that specific reason, especially when more than one member here has not been, one should sue the county.

    This is the correct answer. "Restricted" is a distinction made in that NY county. I speak from experience, as a former NY resident who got a full LTCF in PA, having a Restricted NY license.

    I've since seen the light and moved to PA.

    Thats exactly what I was thinking. So even if "restricted" applicant doesnt know of anybody who was issued on restricted, if Centre County denies based on that restriction, then applicant can pursue it further based on illegal denial.

    Is there a more appropriate word rather than "illegal" denial? Improper denial? or something?

    It would depend on exactly the response from the sheriff. If they processed your application and issued a denial, there would be a denial letter and a specific enumerated reason for the denial, which you could appeal. If they simply refuse to accept the application for processing, because you have not provided what they feel are the proper required documents, then you would have to take them to court and force them to process the application. In either venture, being able to show that the sheriff has already issued to others in the same circumstance, should be a big plus. The law says what it says, and IMO, that is how it should be presented to the judge, in either scenario.
