Body Armor
Might be wrong place to post this but I have a very good friend who is PSP. Has been a trooper for almost 10 years. We had a golf outing yesterday, I met him at the Irwin Interchange of the turnpike and while putting his clubs into the back of my Veh, he said " bro, you know this shit is illegal!" (referring to my vest)
I told him he was crazy, and he insisted. He asked me to leave it in his car, then just throw it back into mine when we got back, because he didn't want to have it in there with him... I figured he knew something that I didn't.
Anyway, I get a call from him this morning saying "Sorry, I just asked and you were right, only illegal if used in commission of a crime"....

Kudos for your friend checking up on his facts.
He is right, body armor is only illegal when possessed during the commission of a crime. In all other circumstances, it is quite legal.
18 Pa.C.S.§907. (Possessing instruments of crime)
...
(c) Unlawful body armor.--A person commits a felony of the third degree if in the course of the commission of a felony or in the attempt to commit a felony he uses or wears body armor or has in his control, custody or possession any body armor.
(d) Definitions.--As used in this section, the following words and phrases shall have the meanings given to them in this subsection:
“Body armor.” Any protective covering for the body, or parts thereof, made of any polyaramid fiber or any resin-treated glass fiber cloth or any material or combination of materials made or designed to prevent, resist, deflect or deter the penetration thereof by ammunition, knife, cutting or piercing instrument or any other weapon.

Was the law changed, though? Maybe I misread it years ago but I thought one could not be armed and have a bullet resistant vest on. Mind you, a version of the law years ago, perhaps. (Or maybe I read a law from another state and misremember.)

United States Law 18 USC 931 provides that:
(a) In General.—Except as provided in subsection (b), it shall be unlawful for a person to purchase, own, or possess body armor, if that person has been convicted of a felony that is—(1) a crime of violence (as defined in section 16); or (2) an offense under State law that would constitute a crime of violence under paragraph (1) if it occurred within the special maritime and territorial jurisdiction of the United States.
Many states also have penalties for possession or use of body armor. In February of 1999, the late Russell Jones a.k.a. "Ol' Dirty Bastard" was arrested in California for possession of body armor by a convicted felon. Other states, such as Kentucky do not prohibit possession, but deny probation or parole for a person convicted of certain violent crimes while wearing body armor and carrying a deadly weapon.

I remember talking with some of the employees in Freedom Armory in Glen Rock about if body armor and bullet proof vests were illegal. The employees in the store and my friend both said it was totally illegal for civilians to wear or possess body armor or bullet proof vests. They kept saying, "why would you need body armor, what are you planning on doing?". Which is a lame defense, because guns are legal, but they werent running around asking all gun owners, "why do you need a gun, what are you planning on doing?". At the time, i thought that it might be true, because everybody around me swore it was, but i couldnt think of any valid reason as to why it would be illegal, but then again, alot of laws lack decent logic.
I still cant think of any valid reason why a civilian shouldnt be able to possess body armor or a bullet proof vest. Its just like a gun, who cares, as long as your not using either while commiting a crime."A peaceful mind generates power"
