In that case, I don't see how preemption would not apply, but IANAL.

I go to many Buccos games through the year (I have been to 12 or something this year already) and decided against season tickets after thinking about my new job that is heading my way.. That said..

I had never been wanded or searched at a Buccos game until recently. I have never carried a firearm to PNC (I usually go right to the casino after the game and use the free slot play money to win the cost of my tickets back!) but I always have a knife on my hip. I went this past Thursday and didn't know about the new rules/regulations and left my knife on my hip. I was wanded and told I was good to go, despite the wand hitting the knife in open sight. I see how much wasted time, wasted money, and ignorance are all going into this to not even produce satisfactory results (for them of course.) I will be sending an email to PNC and may even try to get to speak with some sort of legitimate group of people rather than the security guards at the front of the gates. I love going to the Buccos games but this came from nowhere and for what seems like no good reason.

Executive: "I'm bored, you guys want to make some new rules"
Other Executives: "That sounds lovely, how about something involving guns and weapons?"
    Executive: "Yea, lets ban them!"
