Northampton not issuing to non residents
I called the Sheriff's Department to get a Pennsylvania Non-Resident Carry Permit. They told me that they no longer issue Non-Resident permits, though this site says that they do. In fact, the paperwork on their website indicates that they will only process the applications for Northampton County reisidents.

Bucks Co. website states you must be a resident of Bucks County and 21 years of age to apply.
