Yep, the one guest thing is my biggest issue as well.
Just a few months ago someone posted in this forum saying his girlfriend wanted to go shooting and neither of them had ever been before. I volunteered to take them. We went out to Scotia and shot for a couple hours. It was a great time (other than the cold weather), and I think (hope) they learned a lot.
Now with this new rule, I wouldn't have been able to do that.

I was out at Scotia yesterday with an old friend and the little guy. When we got there, the gate was open so we went to sign in. As I walk out of the building, a guy in a PAGC t-shirt goes "Yew gun be shootin' at duh aux range?"
After deciphering that, I said the aux range has a line, so we were planning on shooting inside for a bit before heading over.
"Well, yer not gun have much time ter shoot, 'cause we gun be closin in her 'round 3:30"
3:30? Why the heck were the gates open? It was almost 5! Okay. Whatever. But another guy comes up.
"You got a range permit?"
"No, but I have a hunting license"
"You need a range permit"
I point a the sign on the door next to him "OR a hunting license. Which I have."
"Well, you still have too many people"
It takes all my willpower not to facepalm. "My son's four. He's a minor, and by your rules he doesn't count."
He's confused, so I let the two stand there and I drive off to the aux range. Turns out I left my .22 ammo at home, so I run back and get it. I get back, and the aux range is only about half full. But there's not one target stand- just a few splintered pieces of wood and cardboard. We make the best of it, I teach my friend the basics of iron sights, strong eye vs. weak eye, etc. Little guy gets five on target from 4 yards, but is upset that mommy couldn't be there too "because the mean man said so". WE leave around 7, just as a big family of about 8 gets there. That made me smile. I'm sure half the adults had licenses, but if they didn't, more power to them. If this is indicative of how they'll be staffing the ranges and maintaining them with their increased funds...
But it's only a week in. I'll give them the benefit of the doubt on whether they've seen an actual increase in funds at the range level. But I did note that I was the only one in two days that signed in with a hunting license...

What do you mean you noted you were the only one who signed in with a hunting license? Does the sign-in sheet ask for your license number now?
If so, was that spot for everyone else blank or were some people using range permits?

I am so glad I have my own ground to shoot on. Seems it is getting more difficult to shoot anywhere anymore.

So far that seems to be the extent of it. No new employees that I've seen, and they didn't put new target stands out like they normally do on Fridays. The wife and I went yesterday, and we had to make do with a downed branch and a piece of cardboard that someone screwed together. It was sawn in half by the time we left, but there wasn't a thing we could do about it. One of the post hole guards was torn out of the ground and lying on the backstop as well.
Next time I'm out I'll measure the post holes and see about making a collapsible metal stand. If I find enough scrap metal, maybe I'll 'forget' to bring one or two home with me.

I would not use metal for a target stand at Scotia Range. 1x2 wood is very cheap at Lowes and is easy to work with.
After talking to the gentleman a the range, they are hiring part-time help starting sometime next month. There will be someone there at all times it is open including weekends.
