Snow emergency = no carrying ?
Since the city is in a snow emergency does this affect any of the carrying laws ?

as far as i know as long as you have your ltcf it wouldnt matter... if you dont have yours then you cant carry in philly altogether...

If a state of emergency is declared, you need a LTCF to carry. Since you're in Philly, you couldn't carry outside your house anyway without one

State of emergency and snow emergency are two entirely different things. Some how I don't think 8 inches of snow and what Katrina did to New Orleans are even on the same page.lol.

Although your point is well taken, 8" of snow in Maryland ain't no picnic either.
Harsh reality is... far too many people can't handle rain, fog, sun coming in the windshield from low angle, or even merging onto the expressway. All it takes is 1/2" of snow to send them into sheer panic and mass hysteria. And you don't have to be anywhere near New Mexico.While many claim to support the right, precious few support the practice.

I am fairly sure it would need to be a state of emergency declared by the governor, not some locally proclaimed emergency designed to clear roads for plows....

You are half right... ETA: I just reread what you said...without the mental punctuation I added the first time...Misread your meaning the first go-round...
18 Pa.C.S. § 6107: Prohibited conduct during emergency
(a) General rule.--No person shall carry a firearm upon the public streets or upon any public property during an emergency proclaimed by a State or municipal governmental executive unless that person is:
(1) Actively engaged in a defense of that person's life or property from peril or threat.
(2) Licensed to carry firearms under section 6109 (relating to licenses) or is exempt from licensing under section 6106(b) (relating to firearms not to be carried without a license).
(b) Seizure, taking and confiscation.--Except as otherwise provided under subsection (a) and notwithstanding the provisions of 35 Pa.C.S. Ch. 73 (relating to Commonwealth services) or any other provision of law to the contrary, no firearm, accessory or ammunition may be seized, taken or confiscated during an emergency unless the seizure, taking or confiscation would be authorized absent the emergency.Last edited by mrjam2jab; December 26th, 2010 at 10:20 PM.
