Background check for concealed carry permit?
Is this the same background check that is done when you purchase a hand gun in Allegheny County?
Who does the background check for hand guns?

The background check will probably be through PICS (PA Instant Check System) it's run by the State Police.
They can also do other background checks, such as calling your references (they didn't call mine), etc. The criteria for rejection is extremely ambiguous so they can pretty much do whatever they want.
Took me about 4 weeks to get mine, no references called. I suggest that you get there at 8:00 on the dot because they get pretty packed and traffic is pretty bad.

IF it even goes througn PICS, it would be the same check. PICS only doesn't one kind of check and it takes just a few minutes. The 4 weeks it'll take you to get it is just because they want to slow the process down and hope people will forget or not care.

Well I didn't buy a hand gun yet that's why I'm asking. I had a felony arrest in 1992 but the result was "guilty without verdict." The case & record were expunged.... I paid a lawyer to do a background check and he found nothing. But I'm a little paranoid. Someone told me to apply for a CCW before I buy a hand gun. If nothing shows up, and it shouldn't, I should be in the clear.

If you fail the PICS, they won't let you buy the handgun in the first place.
I'd be inclined to try to buy one first, just so you'd know instantly -- or within a week or so, at least. In Allegheny Co., it'll take minimum 3 weeks for the Sheriff to run the check.

The DS Criminal Investigative Division conducts criminal investigations into violations of passport and visa fraud. These federal felonies are often committed in connection with more serious crimes, such as international terrorism, narcotics trafficking, organized crime, alien smuggling, money laundering, pedophilia, and murder. These background search investigations are critical to the President's efforts to secure American borders and protect the national security of the United States. If there is a record match, the FBI forwards an electronic copy of the criminal history (RAP sheet) to USCIS. At that point, a USCIS adjudicator reviews the information to determine what effect it may have on eligibility for the benefit. Although the vast majority of inquiries yield no record or match, about 10 percent do uncover criminal history (including immigration violations).
