Not just the ATF's interpretation...that's word for word what the statute states...

Arguably when a state enters in a reciprocity agreement it is accepting/authorizing the other state to perform the required background for the host state. In addition the host state, by accepting the out-of-state license, is in essence granting that individual license while in the host state.
