As the Ransom Township Supervisors prepared to vote at its May 5 meeting on the preliminary land development plans for Ransom Recreational Shooting Sports, LLC (RRSS), Andrew Massimilian, RRSS manager, unexpectedly withdrew the application, with plans to re-submit it with revisions.
The township’s final deadline to accept or reject the plans for the project, which was ongoing since June 2010, was coming up May 19. The township Planning Commission voted at its April 22 meeting to recommend to the Supervisors rejection of the plans due to the amount of unresolved issues brought up by the township engineer, according to Planning Commission members.
Massimilian said his decision to withdraw and re-submit the plans was necessary in order to provide the township with the most recent revisions, as time was running out.
Before Massimilian announced the withdrawal, during the public comment section on the agenda, township resident Hank Rowinski spoke of his concerns on the matter, saying he and his “organization,” a small group of citizens, is still against approval of the project, even approval with contingencies.
“As far as giving any concessions to the shooting range, or any contract in general,” Rowinski said, “we think it’s a bad idea. It sets a bad precedent that, once you start giving concessions, it’s just like letting the worms out of the bag — there’s no way of getting it back in. And we’ve worked so hard to get a township where we have rules and regulations for everyone, and I think we should continue on that path.”
To be honest, I don't understand the move by Massimilian. The mid-May deadline was for the submission he submitted back 2010 that has been going 'round and 'round.
If he pulls that submission, that deadline no longer matters. A new submission would have new deadlines.
What a circus.

I do not get it either. It is a circus because a small group of residents, who might I add do not live near the proposed range, are against it for their own reasons. They think that adding a range will bring more criminals to the area. I am for this range to be developed since I would be living only 10 minutes away. This would do nothing but bring more income for the township on land taxes, etc.

Like everything in our area, it's, NOT IN MY BACK YARD, it's time for him to look elsewhere, Dunmore, Jessup, or a site off one of the exits of the Casey Highway, there is a community out there that will welcome his business and the revenue it will bring in.

I can't imagine the developer backing off. He told me he was re submitting plans and getting a new deadline. They would not given an extension just to create more delay and harass him with more filing fees.

I heard from the developer that the Township is up to their old tricks again sending him engineering bills to be paid that are not legally owed by him. They even billed him for a Township meeting that had nothing to do with the range and covered recycling, police reports and the proposed changes in the county governance. He got the bill for the entire meeting and the engineering of the range was not even discussed!

I emailed the reporter who usually covers the township meetings and she says she hasn't heard anything. Ransom Township does not do a good job posting meeting minutes... They have finally posted some for 2014 and if you go to the August minutes you see the range developer signed into the meeting but there's no notes...?!
