People are not going to "pool" a hundred million dollars just to kill themselves. If they are people as you say out there why have they not offed themselves or me yet? Bombs aren't hard to make, while they don't have the power of nukes, you could make something that could do considerable damage. This isn't the movies where a nuke goes missing and Dr. Evil stole it.

Because there are legal limitations on who may acquire any of the components all the way up and down the chain of what is needed to make a nuke. This allows agencies to closely monitor these components and if anyone breathes a word about it, they smack them down with a vengeance.

If people are legally permitted to own nukes, then there's nothing any agency can do to stop such a group from acquiring a nuke; the ONLY barrier becomes finance. Without the legal issues in the way, the ease of getting all the components is increased substantially.
