    The survey is still open. When it gets to the page where it asks for "additional comments" or such, put the comments in there.

    Here is what I wrote:

    I noticed that you have an error on your rules and regulations info about the Chester County Parks. There are rules to the effect of not being allowed to have firearms there. That is wrong, and actually illegal.

    This regulation is in violation of Title 18, Chapter 61, subchapter A (otherwise known as The Uniform Firearms Act) specifically subsection 6120 which states:

    "General rule: No county, municipality or township may in any manner regulate the lawful ownership, possession, transfer or transportation of firearms, ammunition or ammunition components when carried or transported for purposes not prohibited by the laws of this commonwealth.”

    I think better wording for the regulation would be that the "discharge of firearms is prohibited".

    This error appears on some signage, and also on your web site. This has the potential to needlessly confuse park attenders and make them think they are in violation of something (a law, even?) when they are indeed not.

    Could you correct your signage and web site please?

    I believe these are illegal rules as well. The Pa. Supreme court made a decision on profanity 2 years ago on a Pittsburgh case involving cursing at a cop, something about its legal because its political protest statements or something like that and is legal.

    SECTION 23. Hindering employees and law enforcement officers on county real estate
    No person shall interfere with, use profanity towards, or in any manner hinder any employees or agents of the County, or law enforcement officers who are performing their official duties.
    SECTION 24. Resisting park employees or law enforcement officers
    No person shall interfere with or use profanity toward any park employee or law enforcement officer in the performance of his duties; or fail or refuse to obey any lawful command or refuse to assist any park employee during an emergency in the performance of his or her duties within the park system.

    The Chester County solicitor has been approached about this, I spoke with him over the phone some time ago.

    He firmly believes 6120 "doesn't apply" and does not care to hear any argument otherwise; he also firmly dismissed the rules of statutory construction, PA Supreme Court rulings on preemption, and the AG's letter to another DA on preemption as simply not applicable (with no rational legal argument as to why he believes such).

    I don't see anything other than court action changing things.
