Got mine in Lancaster County late last year. Took all of about 15 minutes. I had completed the paperwork prior to arriving, showed them my GA permit and PA DL, waited briefly for the background check, and walked back out with the LTCF in my wallet. I was quite pleasantly surprised. I guess all counties don't use the same system?

I dropped mine of at the Chester Count office on 3/22/10 and I received it in the mail on the 7th of April. Two week turn around, not to shabby, also it was my renewal.

To update my post...Just recieved my LTCF card today took 21 days from start to finish..Now I need to find a nice holster for the XD sub-compact.

Things sure have slowed down a bit. When I went to see the Sheriff, her Chief Deputy had me in and out in 10 mins. We spent more time talking about our time in the Army after that.
I went there on a Thursday and had it in my hands by the following Thursday. Back in 2005, the turn around time was 5-7 working days.
Now where I live in Bucks, it took my wife a whopping 22 minutes start to finish including her photo. Then we spent another 30mins bs'ing with the nice folks working there!
Look at it this way, from what I hear in NY you'll wait up to 6 months just to earn permission to purchase a pistol. Forget about LTC.....nobody gets those anymore.

Sadly a job change and a lease end happening all at the same time will have me temporarily re-transplanting myself back to the Peoples Republic of New Jersey for a short period, and after new years I have the expectation to move back to PA but in Bucks, so hopefully before long I can try their system out! At least I can keep my PA LTCF until it expires even though I don't have one in what *will* be my "home state" for a short period. No worries I expect to be out of there LONG before this ticket is void!
