Re: PA Non-Resident LTCFs to Require Application In Person????
Found more info on the Commonwealth Photo Imaging Network
from this page.
WebCPIN (Commonwealth Photo Imaging Network) is a web-based investigative tool used to help identify criminal offenders.
Using photo imaging technology, WebCPIN allows authorized JNET users to search an extensive database by inputting identifying characteristics such as scars, marks, tattoos, height, weight, sex, race, hair, eye color, and approximately 100 additional identifying data elements.
This tool provides users with a candidate list of suspects with the given
characteristics, and is used by public safety practitioners to easily identify offenders and create virtual line-ups.
Building upon this repository of 4.5 million criminal history photographs, JNET facial Recognition Software provides users with one of the nation’s first and most powerful investigative tools. JNET Facial Recognition Software (JFRS) uses innovative algorithms and computer technology to analyze and compare digital images for the purpose of identifying offenders when their identity is otherwise unknown.
Facial recognition technology creates an additional tool for law enforcement agencies to actively investigate crimes that otherwise may never have been solved.

Re: PA Non-Resident LTCFs to Require Application In Person????
Brilliant. Let's put all the people that we have done a background check on and found not to have committed a huge laundry list of crimes in the same pictorial database as people who have been accused and/or convicted of crimes. Nothing could possibly go wrong with this idea.

Re: PA Non-Resident LTCFs to Require Application In Person????
I am an Illinoisan and holder of a non-resident Pa LTC that I'm renewing this year for another 5 years. When it is required that I show up in person to renew, I most likely won't renew. Maybe if I happened to be in Pa. Do I have to be in Centre County as well?
I have a Utah non-resident LTC, so I really don't need to renew the Pa anyway. My Utah LTC was done by mail with a photo I supplied.
This change is going to hurt Centre County a lot. I have to say they have some of the most polite and helpful municipal employees I've ever dealt with. They issue the Pa LTC in about 1/4 the time usually required to get the Illinois Firearm Owners ID (FOID) card which doesn't allow you to carry in this "right denied state".
