Yes you can shoot +P ammo in the Charter Arms Off Duty .38, however, recoil will be extremely snappy.

Re: +P ammo in a Charter Arms .38?
As NIC says, yes but it won't be a pleasant experience. I believe that is one of the great advantages of a revolver. One can use low power-recoil ammo and practice a lot, then use full power loads for social work. Remember that point of impact changes, especially with bullet weight. So if you carry 158 gr practice with 158.
If you want low recoil try "wadcutter" target ammo or "cowboy" ammo, good cheep practice ammo that won't beat you or the revolver up.

For the 1st Generation Charter Arms revolvers: the ONLY ones rated for .38+P use are the pieces originally chambered for .357 Magnum and the "POLICE" models, the 6 shot versions with Medium Frame. All the Undercover and OffDuty are NOT rated for +P .38 ammo.
