I do believe I paid $38 for my LTCF in Blair County as well. Didn't have any of the rest of the issues you point out, but the fee was the same, I think (they don't accept checks, I'd have to find my receipt or go back and check). The fee may very well have been increased (all the other fees have been).

sounds like the sheriff has been talking to or at least taking notes from the one in Monroe County

That's at least mostly true, in that you don't need a "permit" to open carry (Philly exempted), but must have one to carry concealed.
if in a city like Philadelphia or Allentown, you carried it in the open, worried citizens seeing this would call the police and you will be stopped and queried.
All in all, though, it seems like a load of horse manure.

From you scanned image it would appear the sheriff forgot a state or two or dozen plus or so states that have reciprocity with the PA LTCF.

Pennsylvania does, however, have cities such as Philadelphia or Allentown but we could quibble about that - Philadelphia is a City of the First Class, while Allentown is a City of the Third Class. Virtually all of Pennsylvania's cities are Third Class cities.
