FTF transfer facts/rules?

A friend just told me the law is in PA that a AR15 lower can not be transfered FTF in PA and must go through a FFL now,is this true? isn't a stripped lower just like a rifle or even a complete AR15? I was under the impression that PA residents can transfer rifles (and lowers) with just proof of PA residency? any info on this would be appreaciated .......thanks .....fred

No, it's not true.

PSP is unlawfully "requiring" that FFL's treat AR-15 rifles and rcvrs as handguns.
Some FFL's are ignoring them and following the law while most FFL's are caving to the PSP's illegal demands.
