Homeland Securty orders 200 million rounds
Winchester secured a Homeland Security contract for up to 200 million rounds of .40 S&W, ammo that will be used by Immigrations, Customs and Enforcement. The load is a 135-grain hollowpoint. No ballistics are available as this load is not yet cataloged, but it will fall under the Winchester Ranger brand.
Now I'm not normally a Tin Foil Hat kind of guy but WTF does Homeland Security need with 200 MILLION ROUNDS of .40 S&W.
Unless Homeland Security really expecting one hell of an extended civil war here in the states.

I don't have a problem when a citizen has a boat load of ammo, but I do when a Government agency other than our Armed Forces starts buying that much ammunition.
I know people with over 100K rounds stock piled and it doesn't bother me at all. But if some one tells me my local PD (15 officers) was stock piling a half million rounds of ammo I would get really concerned.

250mil sounds close to what a national agency could shoot up in a year for practice and qualifications, and to keep on hand for carry/use.

Old news is old.
Winchester® Ammunition was recently awarded a contract by the Immigration, Customs and Enforcement (ICE) division of the Department of Homeland Security to supply a maximum of 200 million, 40 cal. rounds over the next five years.
Pay attention to "a maximum of" and "over five years". It is not clear if the DHS has agreed to pay for 200 million rounds, just that they contracted to have that many available should they want them.
