    Default Homeland Securty orders 200 million rounds

    Winchester secured a Homeland Security contract for up to 200 million rounds of .40 S&W, ammo that will be used by Immigrations, Customs and Enforcement. The load is a 135-grain hollowpoint. No ballistics are available as this load is not yet cataloged, but it will fall under the Winchester Ranger brand.

    Now I'm not normally a Tin Foil Hat kind of guy but WTF does Homeland Security need with 200 MILLION ROUNDS of .40 S&W.

    Unless Homeland Security really expecting one hell of an extended civil war here in the states.

    I don't have a problem when a citizen has a boat load of ammo, but I do when a Government agency other than our Armed Forces starts buying that much ammunition.

    I know people with over 100K rounds stock piled and it doesn't bother me at all. But if some one tells me my local PD (15 officers) was stock piling a half million rounds of ammo I would get really concerned.

    Maybe they realize they need to become better marksmen.

    My son is with a U.S. federal law enforcement agency and they typically shot good stuff even on the range.

    Keep in mind how most government contracts work in that they negotiate a deal for UP TO xxx million rounds over a specified period of service for the contract which is possibly 3, 5 or even 7 years. The contract does NOT obligate the govt to actually procure the entire number of rounds during that time. There may be an initial order specified and a minimum order per contract service year. Also, often contracts are written so that other govt agencies can leverage the same contract and issue POs against it and receive the same price. For example, it might be possible for the FBI to order under the same contract even though they are not part of DHS.

    There are HUGE amounts of ammo expended in the many schools to which the federal agencies send their people and they train a lot of people.

    250mil sounds close to what a national agency could shoot up in a year for practice and qualifications, and to keep on hand for carry/use.

    Gotta remember, Homeland Security now covers several agencies.

    I don't see what all the fuss is about.

    After all, we know from this 2004 press release (http://www.dhs.gov/xnews/releases/pr...ease_0493.shtm) that DHS was purchasing 65,000 handguns in 9mm, .40 S&W and .357, over a period of 5 years.

    Since it's now 2009, it's safe to assume that DHS now has all of these, and has realised that they now need ammunition to make use of them.

    So, since they purchased in 3 calibres, lets assume that a 3rd of those purchased are .40 S&W. Thats 22,000 firearms.

    So thats only 9090 rounds per handgun.

    Lets also assume that they are purchasing the SigArms P226 and H&K USP. The P226 has a magazine capacity of 12 rounds, so thats 757 magazines worth. The USP has a capacity of 13 rounds, so thats 699 magazines. (We'll ignore +1 arguments as thats only relevant for your first load of the day).

    Remember also, that unless DHS have also ordered 15 million spare magazines, then these rounds are not available for instant use.

    9090 if used in a year is 175 rounds a week. If broken down over 5 years, thats only 34 rounds a week. Over 10 years is 17 rounds a week.
