He is saying that you must put a 21" barrel on the frame with the shoulder stock.
That was the quote but the configuration will be legal also with the 16 1/4" barrel - the minimum legal length for a rifle barrel. Doesn't have to be only the 21" bbl.

I'm not even sure as to the appeal of a SBR for a Contender~~is it a concealment thing?

I expect that the Contender holds little appeal as a concealed weapon - one shot and all - but it's just so easy to change the configuration that it fell into the ATF radar back when T/C began to offer the barrel and stock kits.
As a SBR, it might have some appeal to a hunter - it's a hunting handgun by design - who wanted a very handy, and maneuverable brush gun. A ten inch barreled Contender in .44 Mag with a red dot optic would hang very nicely from the shoulder while walking through the woods, come up fast and pack a punch.

10" Bbl threaded and pinned with 7" fake can thats been vented wearing a custom forearm and buttstock that I built.

The SBR avoidance was satisfied by pinning the threaded extension to the barrel.
But still only offers the ballistics available from the 10" pistol barrel but it seems to be enough.
Obtaining the stability using the 168 gr. bullet required I get the FPS up to 1550 with the 1:14 twist given by TC manufacturing.

You can legally convert a pistol to a rifle and back again but in the long run it is much easier just to buy another frame. They are relatively inexpensive compared to all of the barrels, scopes, and reloading dies you will be getting.

Then you have a dedicated rifle and pistol. You will be bringing both (and maybe some extra barrels) to the range.

Make it look something like this
... I might add that if this chamber is chosen, that only handloads be used, and those loaded to result in chamber pressure under 41,000 PSI.
The loads shown are only loaded to 39,000 psi.
