Minor Rules Update: Infraction Clarification/Split

The main thing we did here was create a new rule related to people who engage in or suggest other users engage in illegal activity so that we can differentiate a bit between serious offenses such as suggesting illegal firearm transfers and other not-quite-as-serious offenses.

There's also a new hidden rule that everyone must send me delicious baked goods for the holidays.
