No, you do not.

I think a few people were duped by their FFL, but I would not deal with any FFL that was attempting it.

It depends.

Private sales, usually not.

Now if selling party is a business and their state requires a tax even on interstate internet sales - that business will collect the tax with the sales cost. If they are a business in a state that doesn't tax internet sales, then you are still responsible for a PA Use Tax fee. ...which no-one ever seems to pay.

If you pay the seller directly, the only thing you'll most likely pay is the FFL's transfer fee which will cover the PICS call.

No, the FFL will not charge you sales tax on the gun itself because they did not sell it to you. They will charge sales tax on the transfer fee as required.

Seller (not transfer FFL) may charge you tax if they are Pa. business.

However, Pa. "Use Tax" would apply to any purchase you make that no sales tax was paid on and you would be liable for that under current Pa. law.

You do not have to pay any sales tax to any FFL for your transfer.

You are required to pay use tax to Pa. 6%
As far as I know it has never been enforced. But in these times I am sure the tax man is trying to find new ways of collecting.

No... You only pay tax if the seller is in your state.. or if they are a buisiness that has stores in your state.. (ie... Cabellas)
