Pa. sheriff's secretary charged with $6,000 theft

HOLLIDAYSBURG, Pa. (AP) -- The secretary for a county sheriff in central Pennsylvania has been charged with stealing more than $6,000 in gun permit fees she collected in the office.
State police say 51-year-old Diane Wilt, of Roaring Spring, skimmed money from daily bank deposits she made between April and September 2008 for the Blair County sheriff's office. Police say Wilt had sole control of fees collected for gun permits issued by the office.
Wilt faces a preliminary hearing Nov. 16 on theft and receiving stolen property charges.
Online court records do not list an attorney for Wilt and her home telephone number is unlisted.
Police say Wilt and her husband faced mortgage foreclosure when the thefts occurred. Her employment status was under review after her arrest Tuesday.

I didn't say they required a photo, what I said was they don't tell you about the paper license and unless you question them about one they will process the photo ID one for you.
A couple years ago they sent out a letter telling folks that were not informed about the paper license they could get a refund by turning in the plastic one and getting a new paper one.
They still automatically assume you want the more expensive plastic when going thru the process.
As can be seen in county to county comparisons the so called uniform process is anything but uniform.
