AN ACT
1 Authorizing municipalities to impose restrictions on the
2 purchase, sale and possession of firearms; and establishing
3 the Illegal Firearm Trafficking Bureau.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Short title.
7 This act shall be known and may be cited as the Illegal
8 Firearm Local Control Act.
9 Section 2. Definitions.
10 The following words and phrases when used in this act shall
11 have the meanings given to them in this section unless the
12 context clearly indicates otherwise:
13 "Firearm." As defined in 18 Pa.C.S. § 6102 (relating to
14 definitions).
15 Section 3. Local control of illegal firearms.
16 (a) General rule.--Notwithstanding any other provision of
17 law to the contrary, a municipality may enact an ordinance
18 providing for the imposition of restrictions on the unlawful
1 sale, purchase and possession of firearms, rifles and shotguns
2 in the municipality.
3 (b) Illegal Firearm Trafficking Bureau.--The Illegal Firearm
4 Trafficking Bureau shall be established in the Office of
5 Attorney General. The bureau shall work, in conjunction with the
6 local district attorney's office, to assist municipalities in
7 developing the ordinance authorized under subsection (a).
8 Section 4. Effective date.
9 This act shall take effect in 60 days.
Please call your representatives to remove section 3a or vote against this bill altogether.

So they can add in additional local laws against illegally selling guns? This doesn't allow the to change which guns ARE illegal, can they?

I think it's a step toward local control of what a person can purchase/own/possess.
The way it's worded is ambiguous at best.
Philadelphia has wanted local control (so they can become another Chicago or New York) for a long time. They had local control at one time which is why we have a state pre-emption law now.
Believe me, this law would be used against legal gun owners as wrtitten.
