    Default Gun selling question PA to WV Res

    Hi All,
    I was wondering if there is any specical requirements in selling a long gun to a WV resident? Private party to private party. The transaction will be face to face in Pa

    ALL interstate transfers must be done through an FFL, per Federal law.

    Sorry, can't be done FTF because the parties involved are from two different states. It can be done kinda FTF but the transaction must go through a PA or WV FFL. In PA, the seller would give the gun to the FFL and he would show the acquisition of the gun from the seller in his book. The buyer then does the paperwork and undergoes the background check, just like if he came to Bass Pro in Harrisburg and wanted to buy a long arm. The buyer pays the seller and someone pays the FFL for doing the transfer and the FFL then gives the gun to the buyer and shows the disposition in his books to the buyer.

    If it were a handgun, then the seller would have to get it shipped to the FFL in WV that the buyer designated and the buyer would then go to that FFL to pick it up and do whatever WV law says.

    If both parties were PA residents when the FTF of a long arm would be fine.

    I suppose you are right! I guess that's just not what I think of when somebody says "go through an FFL."

    Yep. I had to transfer a 22lr Remington rifle to my grandson's father at FFL. It was a Christmas gift for my grandson. I had to convince the FFL to do it, as he kept saying that a FFL transfer wasn't necessary. He finally did it, though.
