I'm gonna venture a guess here. Powder throw, or "throwing a charge" or "throwing powder" is related to reloading. When you measure the powder that goes into a case, that's "throwing" it. Does it make more sense in that context?

Maybe they just meant firing the weapon. You're sort of 'throwing the powder' when you do that...
Just because 'perfect' is impossible does not mean we should settle for 'broken'.

You very well could be right. It also makes me wonder if he maybe got confused and someone was saying "throwing the shot". As in someone was flinching, or anticipating recoil and throwing the shot off of the intended target. Oh well, I guess we'll see soon enough.

"I was reloading at a friends house and I didn't understand exactly how frequently I needed to check and calibrate his powder thrower..."
"My powder thrower is also very inaccurate."
Im guessing now that it is a device to measure the grains of powder for cartridges?

LOL, so I was right with my first answer. Yes, it's a devise that has a pistol that you can adjust to allow so much gun powder in it. Then you lower the handle and it dumps that gunpowder that was in the pistol down into the case. Most people call it a powder measure, and the act of measuring the powder and putting it in the case as "throwing" it. This is basically what they look like.
