question about open carry
I took a friend of mine to a SGL today, he does not have a LTCF.
When we were there he asked me if it was ok to wear his gun on his hip, I told him it's fine so long as he unloads it and secures it in his car before driving home, I explained to him that it was fine to wear a gun exposed on his hip while on foot and that he didnt need a LTCF to do so at a SGL..
I'm just concerned that I may have givin him bad info because it was at a SGL?
Could someone clarify this for please.

You need a LTCF to transport a firearm regardless of whether it is loaded, unless you are traveling to or from a few specific places such as a range or gunshop. He can't transport an unloaded firearm without a LTCF just for the purpose of open carrying.

He was transporting it to go to and from the range, the question is about him open carring while at the range without having a LTCF.

No problem there. He just can't transport it unloaded to OC at the mall or to run errands.

Yeah, I told him that also, I also told him it would be easier if he just went and got his LTCF...

It's been a long time since I have gone to an SGL range. One of the reasons is the last one I visited in Wexford posted a sign that said no loaded firearms beyond this point. Which kinda precludes allowing you to carry there. It is a rule or maybe a regulation but no doubt should be obeyed as a term of using the range.
I know they mean what you'll be shooting to prevent ND/AD behind the line or at the target check. But they did not specify anything other than all.
Maybe it has been changed. I don't even know if it was the one range I went to or all. I do know I liked the range better when it was a nice backstop with a dozen lanes in the woods. Now it is all fancy with a Range Officer's shanty and roofs over the shooting benches etc.It is you. You have all the weapons that you need. Now fight. --Sucker Punch

To OC or CC loaded at an SGL shooting range is against the rules as was pointed out. As far as other legalities, it is legal as the transport parts are followed.

You are correct that he doesn't need a LTCF to open carry his firearm (other then Philadelphia) but once he stepped into his vehicle, he needed a LTCF. He can have it in his car if he kept it in a case, unloaded, and ammo separate going back home from the gun store. I believe that's how it goes on this situation.
