    How does this affect the legal definitions of a state in its statues?

    How does clarification of the Federal requirement for record keeping change Rendell's PSP policy?

    PA record keeping is in addition to Federal requirments no because of Federal requirements.

    The issue and legality of what PSP is doing is a separate issue.

    You are Wrong and Right at the same time

    It DOESN"T change PA LAW because there IS NO LAW requiring record
    keeping on longguns. (Rendell has been trying to "make " a law )

    It DOES stop RENDELL and the PSP from claiming their reason for doing
    this is because of the FED RULING.

    The FFL MUST record an AR15 on the 4473 as a RIFLE - thus making it
    LUDICROUS that they would then fill out a state firm which says it is a
    HANDGUN.

    The REASON ATF SENT these letters is because lawabiding gunowners objected to Rendells scheme and FFLs were caught in the middle.

    If Rendell tries to go forward with his BS - this letter will hang him in court!

    Yep this clearly instructs the FFLs what to do. I'm sure they got tired of seeing the multiple handgun forms when people would buy 2 or more receivers from the dealers that were filling them out as handguns.

    This will surely put Rendell's scheme into a slight nose dive.
