I'm working on our latest incarnation of the "Friendly Rifle Competition. Think along the lines of scoped rifles at 100, 200 and 300 yards with balloons.

Fees: $10.00 to shoot all day, probably $7.50 for lunch.

We'll have door prizes, strange and wonderful prizes for the precision rifle competition, information on plans for next years grueling legislative session and great food supplied at a reasonable price by the folks at DelMarVa Range.

This weekend will mark the first time that two Rally Point shoots have occured on the same weekend. We will be hosting one in Langhorne, PA as well.

Precision rifle competition guidelines:
This friendly competition is meant to simulate those situations which would require precision shots such as in a hostage crisis.

1. Any centerfire rifle with a scope is permissible.
2. Bipods are acceptible as are rucksacks. You will not be able to bunker sandbags for the actual (stage 2-4) competition. Remember, this is a field type operation.
3. You may use a shooting mat in order to avoid the general grime in front of the firing line.

Stage 1: To be completed prior to the ceasefire and beginning of actual competition at 11am.
1. Up to 10 rounds as sighting shots. Sandbags may be used for this as well as the benches.
2. Shooters choice of targets.
3. Spotting scopes are acceptable for this stage.

Stage 2: Starting at 11am. We'll block off an area so that we don't having issues with the firing line. Each shooter may post one target. You have one hour to take your shot.
1. 100 Yards, prone position, 1 shot only. Bipod or rucksack only for support...no sandbags. Scopes only, no spotting scopes.

3. Scoring is:
A ring = 10 points
B ring = 6 points
C ring = 4 points
D Ring = 2 points
4. Missing the black means zilch.

Stage 3: Hostage shot.
1. Takes place at 12 noon during the general ceasefire.
2. 200 yards, 1 shot per evolution, 2 evolutions.
3. Targets will be: Two helium balloons, approximately 10" in diameter representing the "good guys", with a third balloon of contrasting color representing the bad guy.
4. Shooters will advance through this stage one at a time.
5. Shooter will start approximately 10 yards behind the firing line, BOLT OPEN, FIREARM UNLOADED AS CERTIFIED BY TWO RANGE OFFICERS.
6. At the signal, the shooter will advance at a walking pace to their shooting position. Upon entering the shooting position, the shooter may load ONE ROUND. Semi-autos may load a magazine with one round.
7. The shooter will await the order to engage the hostile target.
8. Shooter must engage within 5 seconds.
9. Scoring is as follows:
Hostile struck: 10 points - advance to second evolution of stage 3.
Miss all balloons: No penalty - advance to second evolution of stage 3.
Strike a friendly: 20 point deduction. Sit out second evolution of stage 3. Still advance to stage 4.

Stage 4:
1. 300 yards, 2 shots permitted.
2. Target will be a helium balloon approximately 10" in diameter inside of a wooded frame simulating a window frame.
3. Shooters will progress through this stage one at a time.
4. Shooter will engage the target with Norton's elves providing copious verbal distractions.
5. Second shot permitted if taken within 5 seconds.
6. Scoring is as follows:
1st shot: 20 points
2nd shot: 15 points.
