It definitely is. If you have time to browse the forum, especially the Open Carry / Concealed Carry forums, you'll find numerous posts where our members are handing out this and other flyers to not only LEOs and their departmental administration, but also the public at large.

I forwarded this memo and the OC/CC flyer to my chief a few days ago. He replied (emphasis mine):
I just attended our annual updates last week and we did have a brief section on the open carry laws for our state. I will look at possible further training in this area but we did have a brief review for all officers. Apparently MPOETC felt it needed addresses and thus included in our curriculum.

For those keeping track, I will be addressing this in upcoming spring qualifications. We have a lot of new to the job Troopers and I want to make sure none of them pounce on any of you.
