I'm sure they'll blame it on the ammo.
I don't know what to say about this really bad idea, aside from no one was seriously hurt.
Short story- 18 year old teen from NY clamps about a hundred live .223 rounds into a vise, one at a time, and hits them with a hammer. The reason is that he wants the brass to sell for scrap metal. After "successfully" creating a few pounds of scrap brass he gets hit in the abdomen and visits the hospital. Bullet didn't penetrate far enough to be serious apparently (story says 1/2")- he was treated and released.

So does the blame fall on the ammo, or the tools?

Just the tool with the tools! What a moron. I hope he doesn't bread and contaminate the gene pool. Ignorance is one thing but this takes the cake.

I wonder if he knows that there is a much, much better way to remove bulltes from casings. Namely, a gun.
Besides that: put the bullet in the vice and wiggle it a bit, and it will come out. Then tap your primer. Thats what I've done.

Re: I'm sure they'll blame it on the ammo.
If I remember right, there are even rules about selling ammo in NY. It sounds like if he got the other ammo out without a hitch it wasnt such a bad idea. Depends on what his setup was, and was way better than trying to disasemble a live round. my guess is he hit too hard, and the vice wasnt clamped tight enough or he'd have been fine. Sounds like it did a spin.
I've seen this done with reloaders, who get a bad round or are worried they double primed. They usually setup a vice and cut it so it completely holds the round.
