cc and oc in anytown with a lctf is legal. In all parks or streets. Property owners have the right to tell you to leave, or not to carry same as OC.
Just remember to check it at the court house, keep conceled in state parks, and schools, and stay off goverment property

If any county or municipal parks had a rule in place that regulates the carry of firearms, such rules would be illegal and unenforceable due to state preemption (18 Pa.C.S. § 6120: Limitation on the regulation of firearms and ammunition) anyway. Just make sure whatever park that has such a rule is a county or municipal park, not a privately owned park. (I’m not sure if any privately owned parks exist in that area, but there have been some in other areas where state preemption didn’t apply.)

I don't want to nitpick because the content of your post is really good (I hadn't considered privately owned parks) but the fact that the laws are illegal, doesn't really mean they are unenforceable. Hopefully, any prosecution under the illegal laws would not stand up in court, but I think there are a few people on this board that can attest to the fact that arrests are sometimes made based on either illegal laws or a complete lack of understanding of the law by the LEO.
I know this doesn't really apply to the OP's question - but I just wanted to say that, if you know you are breaking an illegal law, don't assume that no grief will come of it.

Lancaster CityIt looks like it’s a city park, so state preemption applies. I could not find a set of rules on the park’s web site to even see if there is an illegal prohibition on firearms.
Long’s Park was given to the City of Lancaster by Catherine Long, the daughter of Judge Henry Grimly Long, in 1900. As a city park, it is supervised and maintained by the City parks bureau.
