yrt trail preemption violation
I was down on the Yough river trail biking with my wife today and noted the rules state "no discharging or carrying loaded firearms" i also noted that Rostraver has a marked "park Police" vehicle. this was at the trail access in cedar creek park in rostraver down over the hill from the municipal center and near the boathouse. time to shoot off a letter and a flier!

I'm not familiar with the area. Does the YRT go through a township or is it a state park?
Either way, you are right about the preemption violation. Write some letters!

it goes through several townships, rostraver, Belle Vernon, etc.

Yuck. That's a lot of letter writing.
Does every township/borough pick up their cost of maintaining it? Or is there state oversight? Or is there a YRT advisory board?
If you figure out who runs the show, that will be the best route for your initial contact.

The ex and I used to ride that trail from West Newton to Connellsville. I just kept it concealed and never really read any signs...
It's a nice thing to do on a summer's day, if anyone is interested...

Youghiogheny River Trail
RULES
For your safety and enjoyment, use: CAUTION, COURTESY, COMMON SENSE
Trail open daily, dawn to dusk. No overnight use, except in authorized areas.
Please respect private property, stay on the Trail.
No motorized vehicles, except wheelchairs.
Please keep to the right, Pass on the left.
Please keep horses off the improved hiker/biker surface. Stay on the grass.
Give audible signal when passing other users.
Keep pets on a short leash, under control, and pet waste off the Trail.
Dumping and littering are prohibited. If you see litter, pick it up.
Do not discharge or carry loaded firearms on or near the Trail.
Violators will be prosecuted.
Bicyclists and horse riders should wear helmets.
Permits are required for any special group event of twenty or more. Call (724) 872-5586
Camping is only permitted at designated camping areas. Reservations are required for groups of 10 or more.
In the event of an emergency, telephone 911 for Allegheny, Westmoreland, or Fayette counties.
In 1990, a task force of local citizens, trail groups, and government officials led by the National Park Service prepared the concept plan for the Youghiogheny River Trail. In 1991, Allegheny, Fayette, and Westmoreland Counties formed the non-profit Regional Trail Corporation (RTC) with a mission to acquire, construct, and manage the trail. The right-of-way was purchased by the RTC in January of 1992. The Southwestern Pennsylvania Heritage Preservation Commission and ISTEA are providing federal funding for the engineering and construction of the trail. County governments and private foundations are providing matching funds, while local townships and volunteer groups are providing labor and equipment to build this trail.

I don't know, those litterers can be pretty bad.
I once saw two signs driving to Florida. I can't remeber what state they were in but it was a sad commentary on the world we live in. The first sign said "No Littering, 25,000.00 fine".
The second sign was about the law on sealtbelt use on children and fine for for breaking the law..............................250.00.
