    Default Just Applied for LTCF

    I just applied for my LTCF. Went fine. Pleasant experience. The only thing... my drivers license expires in about 30 days (need to get that renewed) but they put it in anyway and suggested I take care of the drivers license asap. I suppose because the LTCF process could take 45 days, they want to be sure that's up to date to cover that entire span of time.

    Very cool that they give away the gun locks - sitting right there on the counter in a box. I didn't need one though.

    The officer give a little "speech" to the 3 of us who happened to be there at the same time. He mentioned:
    - This is for concealed carry anywhere in PA. There are no reciprocity agreements with any of the bordering states, so don't cross the border.
    - This covers everywhere in PA, even Pittsburgh, Hsbg, Phila. But, in Phila, if you get pulled over and are carrying, they may give you a hard time. You're legal, but they may give you a hard time anyway.
    - Might want to take a course, if this is new to you. Suggested courses at TargetMaster and West Caln Sportsmen's Club.

    Then he handed us a little sheet with the states that do have reciprocity, and a few web sites for more info. (PSP, Attorney Gen, NRA, and the Uniform Firearms Act site).

    Note that, on the application, it says SSN is optional. It is not. So fill it out completely.

    Seems like that deputy needs to learn about PA's reciprocity with other states, including West Virginia, which, the last time I looked, borders PA!

    So it does! The state list he gave me lists WV, so I guess all he really needs is a US Geography refresher.

    The license to carry a firearm grants you seven privileges:

    * You may carry concealed on or about your person outside of your abode or fixed place of business (read, “in public”).

    * You may carry (in any manner) in a vehicle.

    * You may carry (in any manner) in a city of the first class (read, “Philadelphia”).

    * You may carry (in any manner) during a declared state of emergency.

    * You may carry (in any manner) in a Gun Free School Zone, which is anywhere within 1000 feet of any public, parochial, or private school that teaches elementary or secondary education (but not on school property itself).

    * You may carry concealed in a State Park

    * It is legal for a friend to lend you a firearm if you have an LTCF.

    The SSN is indeed optional and they cannot legally require you to give it, that's not to say of course that won't try very hard to get you to do so.

    From U.S. code 5 USC 552a

    Disclosure of Social Security Number

    Section 7 of Pub. L. 93-579 provided that:
    ``(a)(1) It shall be unlawful for any Federal, State or local
    government agency to deny to any individual any right, benefit, or
    privilege provided by law because of such individual's refusal to
    disclose his social security account number.
    ``(2) the [The] provisions of paragraph (1) of this subsection shall
    not apply with respect to--
    ``(A) any disclosure which is required by Federal statute, or
    ``(B) the disclosure of a social security number to any Federal,
    State, or local agency maintaining a system of records in existence
    and operating before January 1, 1975, if such disclosure was
    required under statute or regulation adopted prior to such date to
    verify the identity of an individual.
    ``(b) Any Federal, State, or local government agency which requests
    an individual to disclose his social security account number shall
    inform that individual whether that disclosure is mandatory or
    voluntary, by what statutory or other authority such number is
    solicited, and what uses will be made of it.''

    You had quite a different experience then I did. I pretty much went in, handed over my form, got my pic taken and left. No locks on the counter, no speeches or advice, etc. I am guessing you went to Chester County Court house in West Chester?

    i got mine through the court house in west chester also. I just walked in they took my pic i took 2 gun locks and left!

    I applied on Thursday and didn't get the speech either, but I did get the little paper with reciprocity and links. It seemed like the guy behind the desk is getting tired of the applications though...I walked in and he said without looking up "Fill it out completely and I'll need your drivers license." Overall, a painless experience and I did pick up a free gun lock!
