    Default Can I carry in PA with a DE CCDW?

    We're having a debate over at Deloc.org about whether you can carry in PA with a DE CCDW. Everything I've been told says no but one of the members shows one of the exceptions under the UFA that might say otherwise.

    §6106. Firearms not to be carried without a license.
    (a) Offense defined.¬
    (1) Except as provided in paragraph (2), any person who carries a firearm in any vehicle or any person who carries a firearm concealed on or about his person, except in his place of abode or fixed place of business, without a valid and lawfully issued license under this chapter commits a felony of the third degree.
    (2) A person who is otherwise eligible to possess a valid license under this chapter but carries a firearm in any vehicle or any person who carries a firearm concealed on or about his person, except in his place of abode or fixed place of business, without a valid and lawfully issued license and has not committed any other criminal violation commits a misdemeanor of the first degree.
    (b) Exceptions.-The provisions of subsection (a) shall not apply to:
    (1) Constables, sheriffs, prison or jail wardens, or their deputies, policemen of this Com¬monwealth or its political subdivisions, or other law-enforcement officers.
    (2) Members of the army, navy or marine corps of the United States or of the National Guard or organized reserves when on duty.
    (3) The regularly enrolled members of any organization duly organized to purchase or re¬ceive such weapons from the United States or from this Commonwealth.
    (4) Any persons engaged in target shooting with rifle, pistol, or revolver, if such persons
    are at or are going to or from their places of assembly or target practice and if, while going to or from their places of assembly or target practice, the cartridges or shells are carried in a separate container and the rifle, pistol or revolver is unloaded.
    (5) Officers or employees of the United States duly authorized to carry a concealed firearm.
    (6) Agents, messengers and other employees of common carriers, banks, or business firms, whose duties require them to protect moneys, valuables and other property in the discharge of such duties.
    (7) Any person engaged in the business of manufacturing, repairing, or dealing in firearms, or the agent or representative of any such person, having in his possession, using or carrying a firearm in the usual or ordinary course of such business.
    (8) Any person while carrying a firearm unloaded and in a secure wrapper from the place of purchase to his home or place of business, or to a place of repair or back to his home or place of business, or in moving from one place of abode or business to another or from his home to a vacation or recreational home or dwelling or back, or to recover stolen property under section
    6111.1(6)(4) (relating to Pennsylvania State Police) or to a location to which the person has been directed to surrender firearms under 23 Pa.C.S. §6108 (relating to relief) or back upon return of the surrendered firearm.
    (9) Persons licensed to hunt, take furbearers or fish in this Commonwealth, if such per¬sons are actually hunting, taking furbearers or fishing or are going to the places where they desire to hunt, take furbearers or fish or returning from such places.
    (10) Persons training dogs, if such persons are actually training dogs during the regular training season.
    (11) Any person while carrying a firearm in any vehicle which, person possesses a valid and lawfully issued license for that firearm which has been issued under the laws of the United States or any other state.


    Part 11 would seem to indicate that all licenses are good.

    In a vehicle, in Pa. ,any states Lic/permit is honored, you would need to OC outside the vehicle. We do not have reciprocity, so no CC with a DE permit.

    ETA: If you want to conceal, get a Non-res. PA from Centre Co.

    Looks to me the part you highlight is for vehicle carry only. Pa does not have reciprocity with DE, that's why I have a Utah CWP.

    That's why I got UT, also!
    Plus FL is way too much $$$$$$

    I have both the PA LTCF and UT license. Got the Pa one first, recently got the UT.

    So that portion is just for carrying a 'handgun' in the car? Can it be loaded? If so it would be similar to a PA LTCF if I got out and carried openly? How about Philly?

    Long guns would have to be just like interstate transport? Separate and locked up?

    Ok, it can be loaded, Pa recognizes any state permit/lic. for Vehicle carry.
    Philthy, you would need a reciprical in order to CC or OC, when you exit.
    Long guns cannot be carried loaded in Pa. , in a vehicle period.

    ETA: no permit/lic. is needed to OC in Pa on foot.
    Getting around requires the permit/lic.

    Your Delaware permit is good for car travel only, not sure of any restrictions that may go with that, but car travel only is what the section you point looks like it says. Your UT or PA non res would cover everything else.

    For Open carry outside of Philadelphia no license/permit needed.

    No loaded long guns in a car.

    Thanks Guys.

    This is the first time I've ever heard this so I thought I'd ask. It was a question asked by another member that just got his DE CCDW and hasn't gotten any other license yet. And wanted to know what to do when crossing the state line. Good to know that he can still keep it loaded while in the car.


    I got my PA LTCF as soon as getting my DE CCDW because of riding on a motorcycle and being close to PA. Didn't know that the DE license would cover vehicle travel. Got the UT one in case I happen to travel elsewhere. The ease and cost of getting these were the main reason. That and I carry concealed most of the time.

    Have him get a non-res. PA LTCF, Too easy not too.
    NH non-res is easy and cheap ,also.
