I dont think he is making them do anything. He is telling them if they want more government money(That they shouldn't be allowed to get) they will have to prove they can become viable.

DETROIT -(Dow Jones)- Chrysler LLC confirmed Monday it was negotiating a new alliance "framework" with Fiat SpA (FIAZY), having earlier claimed to have concluded a deal with the Italian group.
Fiat is viewed as the only route to survival for Chrysler, deemed "unviable" by a U.S. government task force that has given the parties 30 days to come up with a definitive pact.
Chrysler said in a revised statement that it is working to overcome " substantial hurdles ... to secure the support of necessary stakeholders."
Fiat CEO Sergio Marchionne said the auto maker's alliance with Chrysler will make the company stronger and preserve American jobs. A merger will also help Chrysler re-pay its federal loans more quickly.
"The engagement with the Automotive Task Force has been tough but fair, and we believe we will arrive at a result that will establish a credible future for this crucial industrial sector and that assigns the right priority to the repayment of US taxpayers' funds," Marchionne said.
Chrysler, like General Motors Corp. (GM), failed to reach a deal with unions and creditors by a March 31 deadline to qualify for additional U.S. government aid, as well as terms for existing loans.
Chrysler said it expected "business as usual" over the next 30 days as it works to secure deals.
The misstep over the status of Fiat talks marks the second time in three weeks it has been forced to clarify its relationship with the Italian group.
Chrysler said March 19 that Fiat would take on debt as part of the memorandum deal agreed in January that would see Fiat take an initial 35% stake, with an option to increase this to a majority holding.
Fiat will not invest cash or assume debt, according to the preliminary deal, which is being changed at the behest of the auto task force.
Chrysler's challenges remain intense. They have to secure a new deal for hourly-paid staff with the United Auto Workers and Canadian Auto Workers unions, win agreement on debt forgiveness from creditor banks and reach a definitive Fiat pact.
Fiat has said it is interested in partnering with Chrysler and sharing its small car technology, powertrain and research with the company in exchange for the stake and access to its U.S. dealer networks to sell its cars.

F & C have been talking for awhile, but Obama admin did say to Chrysler; work it out in 30 days or face possible suspension of bailout cash.
Everything is so out of control it's scary....Politicians who fear the people seek to disarm them.
People who fear their government's intentions refuse to be disarmed.
